| Plot | Detective Louis Burke (Jean-Claude Van Damme) enters Harrison State Prison under an assumed identity to uncover an organ-harvesting ring targeting young inmates. He finds allies among the prisoners, including the enigmatic Hawkins (Robert Guillaume), but his investigation is compromised when the Sandman (Patrick Kilpatrick), a lethal serial killer Burke previously fought, arrives as a new transfer. The Sandman exposes Burke's true profession to the prison population, triggering a violent facility-wide riot. While Burke's external contact Amanda Beckett (Cynthia Gibb) uncovers evidence of state-level corruption, Burke is forced into a final, lethal confrontation with the Sandman within the prison boiler room to secure his survival and escape the collapsing institution. |
